01 / OVERVIEW

Building roads for new housing developments

On a new housing development, the road is usually one of the last things to be finished, even though the ground is prepared early on. We build up from a sub-base, then lay a base course and a binder course to carry site traffic and construction vehicles while the development is being built.

The final surface course, the smooth top layer residents actually drive on, goes down towards the end of the build, once heavy plant movement has mostly finished. This protects the finished surface from the damage that ongoing construction traffic would otherwise cause.

02 / ROAD CONTRACTORS

Adoptable roads, Section 38 and Section 278

New estate roads are often built to adoptable standard, meaning the local highway authority will eventually take over ownership and maintenance. This is usually set out in a Section 38 agreement under the Highways Act 1980, between the developer and the council, which sets the standard the road must be built to before it can be adopted.

A Section 278 agreement is different: it covers work on an existing public highway needed because of a development, such as a new junction or access point, rather than adoption of a brand new road. Many housing schemes need both.

What goes into the job, and what to expect from us.

Private access road resurfacing01

Private roads and resurfacing

Not every road we work on is destined for adoption. Many private roads, access roads and shared driveways on commercial or residential sites stay in private ownership and maintenance, and we build and resurface these to the standard the site needs.

Where an existing road or access route has worn, cracked or started holding water, we assess whether resurfacing on top of the existing base will do the job, or whether the base needs digging out and rebuilding first. The right answer depends on the condition underneath, not just how the surface looks.

Road with fresh white line markings02

White lining and finishing touches

Once a road surface is down, we carry out white lining to mark lanes, give ways, parking bays and pedestrian crossings as needed. Clear, properly applied line marking is part of what makes a finished road safe to use from day one, not an optional extra.

FAQS

Frequently asked questions

01

What's the difference between a Section 38 and a Section 278 agreement?

A Section 38 agreement covers new roads a developer builds that the council will later adopt and maintain. A Section 278 agreement covers work on an existing public highway, such as a new junction, needed because of a development. Many housing schemes need both agreements in place.

02

When is the final road surface laid on a new estate?

The surface course is usually laid towards the end of the build, after most heavy construction traffic has finished. Earlier base and binder courses carry site traffic during construction, protecting the final smooth surface from damage before residents move in.

03

Do you handle the adoption paperwork for estate roads?

We build roads to the specification the agreement sets out. Get in touch with details of your development and we'll talk through how the road construction and any adoption process fits together.

04

Can you resurface a private road that's not up for adoption?

Yes, we resurface private roads, access roads and shared driveways for businesses, residents' associations and site owners nationwide across England. We assess the existing base first to decide whether resurfacing on top will last, or whether a rebuild is needed.

05

Do you work on roads for local authorities as well as developers?

Yes, alongside housing developers and private landowners we carry out road surfacing and resurfacing work for local authorities and businesses, covering residential, commercial and industrial sites nationwide across England.
